Biography

I can't write this summary as requested because the Wikipedia excerpt provided describes Andrew Monroe Rice from Oklahoma, while the candidate profile specifies Andrew James Rice running for U.S. House in Connecticut's 3rd District. These appear to be different individuals, and I don't have verified biographical information for the Connecticut candidate to create an accurate summary. To proceed, I would need reliable sources confirming the background and political career of Andrew James Rice (CT-3).
